Compliance Readiness Guide

What practical readiness looks like, and how to build it across products, sites, suppliers and markets.

Packaging data usually sits in different systems and different teams. This guide sets out an operating model for bringing it together into proof you can produce when a customer or an authority asks.

It separates the obligations that apply now from those arriving towards 2030, and explains the six failure patterns we see most often in implementation. It closes with an executive readiness checklist covering ten areas, from working out which legal role you hold to keeping documents current when a supplier or material changes.

Self-Assessment

Where your organisation stands, and which roles you actually hold.

A ten-point self-assessment covering scope, packaging inventory, technical documentation, Declarations of Conformity, supplier evidence, EPR data and governance.

It includes questions on which legal role your company holds, the exercise that decides everything downstream and the one most often got wrong. A company can be manufacturer in one market and only distributor in another, and the obligations are not the same. Not sure is a valid answer, and a useful one.

Stakeholder Mapping Tool

Who carries which obligation, across the whole chain.

An interactive map of every economic operator under the Regulation, from converter and filler through producer, importer and distributor to fulfilment service providers and authorised representatives. Each role opens to show its legal basis and what it is responsible for.

Every card is marked according to whether the position is verified against the regulation text or drawn from Commission guidance, so you can see where the answer is settled and where interpretation is still developing. Useful for working out your own position, and for explaining to a customer or a supplier why theirs is different.

Declaration of Conformity

The document authorities and customers will ask to see, ready to fill in.

A template following the Annex VIII model, the format the Regulation requires, scoped to the obligations binding now, with each article marked as applicable or not yet applicable. It comes with the Module A register, the supporting evidence file that sits behind the declaration, so the two stay connected. A declaration is only as good as the file behind it, and that is usually what is missing.
